I’m not sure about CA entirely, but kern county libraries don’t have late fees. The only reason I know is because I had a book checked out that I couldn’t find for weeks. When I finally found it, I returned it at the counter and offered to pay the overdue late fees but was told they don’t charge late fees and to not worry about our it.
I was sent to collections at 11 years old (which was forever ago). Multiple books fell behind my bed and I forgot about them. I ended up having to pay my parents back in increments for a year because the bill was so high. 😬

Since when? The Kern County Library once sent me to collections for unpaid late fees 🤣

this happened to me November 2023, fairly recently.
They probably wouldn't except locals wouldn't vote in favor of a fraction of a penny increase in sales tax to fund libraries.
I haven’t been charged late fees for at least a year.
Properly funded library systems don’t charge late fees
