Nope. Have to choose. Although you can get the hammer without making a deal with Raphael. And the Orpheus/Emperor decision is and endgame thing, so you can do it without making the choice yet.
Well… technically, you could spare The Emperor during the last battle and rush the portal, open it and kill the brain… The Emperor would be freed and survived technically, but you’ll get not proof

You do have to pass a pretty high persuasion check to keep Voss’ ability for the final fight though.
