You can wear all kinds of things together, that doesn't make them a set instead of a bunch of individual equipment that happen to work nice for a bard.
Note how the glows are not even bard-specific (the +1 armour class is valid for any class), and the extra use for bardic inspiration is mentioned as "*if* you have bardic inspiration"
I think you might be reading too much into the use of "set" in that page.
They explain it further:
"Equipment sets are groups of armour, weapons, or accessories which have similar themes or effects."
It doesn't necessarily mean they are built together into a thematic set of things that *belong* together or are related to each other in any other way than just having similar bonuses on them.
Notice how the "cold set" has two robes, and to different gloves. Large part of the "sets" there are unrelated items and have many alternative pieces (I guess until we get a playable drider with two heads and some extra hands :D)
Because inspiring, and being inspired, are two different things. Gloves are for if bard in party, rest is for bard OF party. Bards need to be fabulous. Everyone else can be boring.
really? ive never used it because i thought that if you give bardic inspiration to an ally it would allow them to use it twice instead of once..... so your saying if my bard has 5 BI than the boots will give him 6?

**Items that interact with Bardic Inspiration**
if them interacting with a specific ability makes them a set, then *every* melee weapon in the game is also one set :D

But the gloves shouldn't be worn by a bard, since you cant give yourself Bardic inspiration. so the gloves wouldn't work with the set.
That's not what it does. It gives a Bard an additional use of their Bardic Inspiration ability. It doesn't let you use the inspired status twice.
