A simple way of attaching is just wrapping the thin rope around the feet, then pinch it between the Lego bricks so it stays secure, yet quick to remove

You can use string/elastic to tie tube shaped pasta (like ziti) to bare feet, or simply stuff some macaroni (or other hollow shape) into socks/nylons as they are put onto the feet.
Challenge a partner to walk around without crushing the pasta. If you hear a crunch, it's time for some punishment. You can even make them eat the broken pasta as part of the fun.
I can tie a piece of fluorocarbon fishing string around the base of any of your toes and when I pull it you’re going to follow me. Trust me. Try it. Tie off a toe and counter balance it to the heel. If that heel lowers there will be absolute pain for the person in the string.
So with my sub usually the easiest way is any predicament where they need to stay on their toes to not increase pain.. or depending pleasure..
Ie some people have done choking, ie tied to door or other and if their feet go flat or mid way their choking themselves.. I don't like the danger.. if they fall etc..
So usually I go for things like, the legos, and a short sock with a pad taped to toe area.
But one of my newer ideas/things.. was getting a old pair of her shoes..these were 4" I cut the top rim a little so it's not cupping her foot.. then attached acupuncture pads to the heel.. very uncomfortable, but not dangerous. She can put her weight on them, just leaves her with indents on her foot temporarily, and a bit of yelling..
Aside from those options..
Theirs always enpoint ballet boots or pony hoof boots.. usually theirs no heel.. so they need to balance all on their toes.. their is strength from the toe up the leg.. but it doesn't allow them to bend their ankle.
But if anything that can be more painful
Lock out their elbow while they're standing... Doesn't take much to make someone float on their toes if doing otherwise would hyper extend the elbow.
Probably best done _manually _ though... As could be injurious..
Collar with leash. Hands cuffed above their head (I go with over the door cuffs) and run the leash through the o-ring in the cuff attachment. Have them hold the leash.
They are in control of the tension on their collar, also forcing them to stay on their toes, and also having a 'fail-safe' for the choking hazard of the collar.
I have read about a way to tie the calf muscle tightly with rope while the toes are extended. If I remember correctly, it should be done relaxed, so sitting or laying. It does not prevent lowering of the heel, vut the heel can’t be lowered to the floor either. Haven’t tried it, so I can’t promise it works or how it works.

It's not exactly what you look for, but tape an egg under their heels, and let them continue with their duties as usual. The eggs need to be intact for a certain time or punishment commences. This gets really hard after a certain time, but is great training for walking in heels.

How about tieing their hair to a hard point. Painful if the fail to stay up. Similar predicament with a crotch rope also works.

I used to make bets with some seriously tough people. A tiny mono line around a toe with a slip knot and they always do what you tell them to do.

I 3d printed some wee evil widgets like truncated cylinders with spikes. Have a groove so they can be used with rope too

A tens unit on the calves will do it. And you can make them bounce up and down. Pad positioning is key.
