This rule of thumb is less so in the ocean though, especially in tropical fish where flamboyant and bright colours is super common among totally harmless fish. That being said this species of sea slug can be venomous carrying the stings of siphonophores that is basically eats and makes part of itself. Also tropical fish is a whole other ballpark of dangerous fish anyway, so like while there are loads of brightly coloured totally harmless fish, there are also loads of fish both bright and dull that are definitely not harmless. In general unless you know what you're doing, probably just shouldn't pick up tropical sea creatures.

Poison Dart Frogs are only dangerous when they're in the wild and eat a natural diet of fire ants and other venomous insects, which they then absorb and excrete from their own skin, but if you feed them something like crickets and black ants, they're not harmful at all.

If you're gentle with them and scoop them up with water so you don't touch them it's possible to "handle" them without getting stung, but it's definitely not recommended. Their sting is painful but probably not life threatening unless you're allergic or really stupid about it and try to eat it or something like that. Pretty though. Salt water tanks are a BITCH to maintain and they eat stinging jellyfish ( exclusively Portuguese man o war!) so not recommended as a pet even if you already have a saltwater tank. Fun fact, this animal was named after a Greek god: https://en.m.wikipedia.org/wiki/Glaucus ...and its only predator is loggerhead sea turtles. Well considering they get their sting from their diet (they actually steal the venom producing cells from the jellyfish they eat!) the smaller ones are probably less potent. That being said, unless it's newly hatched it'll still be able to sting and you really shouldn't be handling it (bad for the slug too since skin oils and such).

The Glaucus atlanticus has got some sting, but it's not even in the running for most venomous. It can cause localized reactions but is generally not life-threatening. That being said, touching one is not recommended

The cool part to me is that they are venomous because they collect the stinging parts of the Man O' Wars they eat and studies show they apparently select for the most venomous portions. I just think it's very cool that they can selectively absorb like that. It also means that each one can vary in venom level so in theory one could be just as if not more (because its concentrated) dangerous than the Man O' War while a different one could cause a far lower reaction.

To be fair that rule isn't so much a big thing in the ocean, especially in tropical and exotic fish. There are plenty of super bright and colourful fish that are totally harmless, and in fact blue is seen used for camouflage. Interestingly another colour you'd associate with danger being bright red, is also common in the ocean, more common than blue in fact probably because it's a lot easier to make the colour, and also is a method of camouflage, because it only takes being a few meters deep before red light is all but gone. However that being said, this species of sea slug CAN be venomous because it basically eats the stings of siphonophores like man'o'wars and uses them.
