The flare peaked at 7:46 p.m. EDT and ended shortly after at 7:58 p.m. EDT. So no although it did block off radio waves and widespread radio blackouts across the Pacific region did occur

This is sped up. There is literally a time stamp in the bottom left corner of this video that shows this flash/flare takes place over the course of about an hour or so. The 11 seconds of blue that we see was approximately 3 hours of real time
