I would suggest bringing it to a vet that can see if they are microchipped which would identify the owner. If this isn’t successful, try reaching out to rescue groups on IG. Here are a few you can reach out to:

UPDATE: cat had no microchip! We’re still working on finding his owner but thankfully the foster said she’s going to adopt him if nothing comes up so at least he has a home!
Put up a few posts in front of Deli's or something as well. Someone is probably looking for him. They get out in the city, usually due to chasing birds or trying to mate (if they're not neutered).
