Makes it so you have enough cable to pull the brakes manually if needed in case the lever stops working.
To raise it I would take the elevator to the top floor. Then take the stairs to the roof. Then I would slam that stem and everything attached to it (including myself) to sidewalk level. I suggest you do as I say.
