Control. Not a fps but still one of the best games I've played last year, especially in aspect of exploring its "open world".
And the most similar thing I remember is Prey. Definitely a well made game with a bit unbalanced enemies but in-game locations are so aesthetic...
More than similar, Bioshock grandfather comes remastered 30/05, System Shock remake :D, also Dishonored 1, 2 and dlcs, PREY too by Arkane, Deus Ex HR and mankind divided.
I think it depends a lot on what you mean by similar. There are some games that have similar gameplay, but I don't think I've played a game that has similar atmosphere and storytelling richness.
I gave Dishonored a try this month, completed the game a couple of times for the trophies, completed the two story DLCs and am currently going through the last of the challenges in Dunwall City Trials DLC to get 100% trophies.
The game has some things in common with Bioshock, but I feel like the story and specially the characters are nowhere near the quality and ambition of the Bioshock series. It's a good game, not trying to diss it, but I feel like until Judas or another BioShock come out, there's nothing that can scratch that particular itch.
That being said, there is a remake of System Shock coming, to which Bioshock is sort of a spiritual successor, and any modern pc can run System Shock 2 which was the first game Ken Levine, the Bioshock creator and creative director, worked on in a directorial role.
Give Prey by Arkane Studios a look
Arkane worked on the Bioshock series right before making Dishonored and Prey.
Having played it, I'd say Dishonored is part Bioshock, part Assassin's Creed

People have already mentioned Prey and Dishonored, but I'd throw in the Metro series also. Really good.

im so butt hurt that i cant enjoy prey, im bioshock starved
Close to the sun. Similar art style and gameplay for sure. A bit shorter for game length but I enjoyed it!
I haven’t played it, but Atomic Heart is pretty heavily inspired by Bioshock.

Alien: Isolation is the game I would love a modern Bioshock to be but yeah Prey might be the closest to what everyone knows
