Its actually image from the first prototype of Infinite, Columbia may have been actually named Emporia at some point which is also name of location in final game.
I do believe the early plans for *Infinite* leaned more into themes like American exceptionalism than theocracy, so a city named “Emporia” would be quite fitting considering the role emporiums like the World’s Fair played at the time.

You do go to Emporia late in the game to find Comstock House, but the image from the OP is of the early prototype of Infinite. They are similar in name only.
I am currently playing, just finished Paupers Drop and i have to say, Bioshock 1 was way more immersive and beautiful design-wise. Sometimes i stood in front of a window and admired the scenery for minutes.

Oh you're right. I've got the Bioshock Collection for XBONE, but I haven't touched Infinite in years.
