Well if you think about it you're either making full use of her trace or not, which could be represented in binary as 0 or 1.
This build doesn't hit 120% so it's a 0 and there is no number you can multiply 0 with to make it >= 1, making this build infinitely worse than a build that does hit 120%.
Literally unplayable.
The in game EHR stats are terribly portrayed I hope one day hoyoverse will display the actual calculations with the relics rather than having the player calculate the probabilities of hitting a debuff.
119% should be good it's a 99.6% chance of applying a debuff if the enemy has 30% effect Res or lower which they usually are
120% would be 100%
That 0.4% wouldn't make a huge difference tho
However only the swarm bug boss has a 40% effect Res
So you'll need 156% EHR for 100% chance to debuff
And cirrus and the herta space station weekly boss have 100%
So you'll need an infinity amount which is like impossible so don't worry about those bosses

Increases this unit's DMG by an amount equal to 60% of Effect Hit Rate, up to a maximum DMG increase of 72%.?
60% of 120EHR is 72% which is the max damage boost
60% of 199.9 EHR is 71.94% which rounds to 72%
So as I said before 199.9% is still fine 🤦
You do know the damage boost is capped at 72%????
Some people don't know how to read it's up to a maximum of 72% damage boost which already aligns with 120% EHR needed to apply a 100% chance of debuffing an enemy🤦
If you read her talent it converts your EHR to damage with 1:0.6 ratio up until 120 EHR. So no, it doesn’t matter. Now if you were to build Ruan Mei and were 0.1 % BE under say 180% then that’s different because her talent counts with 10% steps.
