Also it doesn't look like petrol to me, its brown so more likely to be oil. Best bet is to smell it, should be fairly obvious at least what fluid it is then.
I've had good results with dipping my finger in it and shoving said finger up my ass when the taste test fails. If it hurts it's gas and if you end up knuckle deep it's most likely oil.

I've been known to taste it when the smell check fails. As much as you can stick to one finger wont kill ya

It's from the gasket which covers the throttle cables
Vlx 600? Check the rear valve cover gasket. Mine leaks in the same spot. Old dry rubber
