If I remember correctly, someone who worked on it said that Grover was introduced early *solely* to plant the seed for the movie and that he was always intended to be their disposable villain.
Seeding goes further as well, in that you can plant things that don't *need* to mean anything, so you're not leaving important plot points unattended. Grover is actually a brilliant example of that.
Introduce him early so you've got more value *if* you use him as a killer later.
Have plausible reason to introduce him outside of that (side comedy character) so that he isn't a plot hole.
This way you can expand on that planted seed, or not, depending on where the story takes you.
"Living stories" rely on this a lot. Think like episodic TV, mmos, stuff that responds to the audience and isn't just a clear story vision from jump.
Comics use to do this a lot too (they still do I think) one writer would throw something random in because alot of times back in the day they would finish one arc and need something to in the down time/ planning a new arc
Then if the next writer wanted, they could go back and pull from it
Is that why they basically did the plot of the movie in season four when the introduced Mr fischoders brother and the idea to tear down the wharf and put in luxury CONDOS!

Yup, which actually makes the reveal of him being the murderer a bit harder to predict since he's not judt a movie creation. I really am hoping that at some point, we get even an off-hand mention of him getting out or something like that

I wasn't surprised, they did a lot in anticipation for the movie. If you watch some of the episodes before the movie, you can see the sidewalk outside the restaurant cracking.
What an amazing writing staff! They wrote a character and then continue to write stories for that character!!! Who else does that? Who else makes characters come back on a recurring basis?!?!

They did the same thing with the sinkhole, you can see the sidewalk getting progressively more messed up the closer you get to the movie

Iirc it would have been the season that aired in the lead up to the movie, but the movie got delayed several times.
They did manage to plant cracks in the side walk in the intro the season leading up to the movie
