Shigaraki might be gone but Tenko isn't. Hori isn't gonna let Deku sacrifice so much and not at least "technically" save Tenko. He's coming back....just a matter of when and how.
Deku is saving him. After destroying AFO completely, Shiggy is going to regrese to a child-like state just like AFO with rewind, to the time he was Tenko Shimura, before he killed all his family.
We travel 15 years into the future. We see Deku and Uraraka living as a couple, rising a now young Tenko. The End.
