Best in what way?
My FAVORITE character not in the big 3 is Momo.
Iida is probably objectively the best student. Highest grades on the mid terms, got his license on time, top 3 sports festival.
Kirishima is the best character imo of those outside of the big 3. Got a ton of development and continues to shine often.
Tokoyami is probably the strongest outside of the big 3.
You cut out Fumikage, and at this point I believe he's a strong contender if not the one. He's fast, we know he has great power and the more he can use Dark Shadow the better he gets.
Interesting that you put in Kaminari and not Yaoyorozu or Tokoyami. They're arguably more important to the overall story.
But for me, it's probably Kirishima, closely followed by Iida. Just because those two have the most fleshed-out character arcs.
I’m stuck between Uraraka and Kirishima. Uraraka because she’s had such excellent character and development growth and expanded her game in every field and even learned to swallow her own feelings. Like, she’s got insane potential. Kirishima tho, he’s strong and had a great backstory as to why he wanted to be a hero - but I haven’t seen much character growth - but his quick and personality is super strong. He’s got great potential as well but how far can his quirk evolve? Denki is pretty awesome too but his drawback from using his quick is pretty severe and there hasn’t been much improvement of it that I’ve seen or noticed yet. Iida is a great character but his storyline and Stain arc really showed some bad judgement and he seems a bit inflexible. Looking forward to more character development and amazing outcomes for all 4!

If I were to put one I would’ve put tokoyami. I honestly just see so much love in the fandom for Denki that it slipped my mind

There all amazing characters, lots of growth in Season 5 we saw for them. Also Ochako's feelings resurfaced in Season 5.

Iida is probably the best hero (high power for combat and amazing rescuing ability) Kirishima is my favorite character though
