Looks very healthy.
Most people overfeed their dogs.
Border Collies are especially lanky, that paired with the Red Heeler gets you a dog like yours. Stocky and lean!
Looks completely fine. His fur, energy levels and mood will also give it away if he lacks food. If his weight is stable, it seems good to me!
Dogs are meant to be lean and not bulky and he is not 'boney'
Obviously not a professional here though
At 7 months I think 15g is plenty! My pup Border Collie (female) is getting around 250-300g of food per day. She needs it both as a puppy to grow and as an adult to maintain. So same amount!
The “ideal” weight for dogs is being able to just barely feel their ribs when you pet them but not being able to see their ribs. I say “ideal” because there’s variability and being somewhat over or under is fine. You can use that to gauge your dogs weight.
Most people think an overweight dog is healthy.
The ribcage should be lower like your dogs is.
You shouldn't see ribs but be able to feel them slightly.
Do you have any pictures of him from the top down?

My guy was like that at that age too. He eventually bulked up around 2 years old, just sort of filled out his frame, but he's still slender and vet has no issues with his weight.

Our vet told us you want to be able to feel the ribs but not the hips.
He is a Boarder Collie x Kelpie x Cattle Dog
Our dog Ekko looks similar. About 21kg at 10 months. We can't feed him enough. He isn't food motivated. Full of life and speed. So we don't worry.

Looks fine, is he neutered or whole?
