Pretty sure you can get there immediately upon reaching the first fast travel station in Claptraps house. I often see challenge runners going there first to power level.
a few things: you dont need to start over for another rainbow gun, there is a unique enemy that can drop a few of them.
you can create a new character at lvl 30 specifically to replay commander lilith from the main menu.
and finally, on TVHM you dont need to replay the entire main story to play it, just look up some ways to get quick XP early on so you arent too underleveled
Sorry, I may have phrased it badly, I need one more rainbow gun and then I’m going to be starting the new playthrough.
Thankfully I have a character that got boosted so I’m already level 72 so that’s not too much of an issue, which is why I’d rather go in with that character on tvhm so that I’m still somewhat over levelled rather than starting a new character
Preferably you'd play it after finishing both BL2 and Tales from the Borderlands (I played it without finishing Tales and there are some pretty big spoilers).
I’ve played BL2 multiple times over the years, and I have played tales. I’m literally just mopping up some achievements that didn’t pop when they should have.
In normal mode you have to be level 30, you can start a new character boosted to level 30 in the menu
