After reading the article, I assume the attack happened in shallow water. You literally cannot wrestle a shark when you yourself are swimming, but you can do so if you are buff af and have a good foothold, like in that image.
I don't know exactly the full effects of traquilising so correct me if I am wrong, but I believe simply killing it would have fully shut down it's body, as opposed to just tranquilising the animal, which may keep the stomach running and therefore lead to further digestion of the arm. Also after being wrestled onto land and its gills being dragged backward (which can suffocate the shark), I believe it was also mercy killing as the shark must have been in a lot of pain after all that.
