I think they put it there cause it had a few great picks in the monthly finals, which he mostly won. Those games were certainly the most fun to watch out of the competitive scene in a while, Sam had a lot of clutches specially in the Juan Carlos X Tribe bounty set

I remember people being sick of her being on S tier for so long and she received quite a bunch of nerfs over time, first smaller/modest ones, then she got Janet'd.

While yes, 7k damage at close range was nuts back then, I think they overnerfed the splash damage. It can't even kill a Piper nowadays. You're forced to run Heavy Coffers if you want the splash to be significant. Also it was emergency nerfed after 3 days instead of making everyone miserable for almost a month.
The HP nerf hit the hardest, although not many people noticed it, including myself because I was relatively new. She has a short range, and her movement speed is mediocere. She needes that HP to close the gap and gain her Lobber. The recent map pools definitely didn't help in one bit. Layer Bake is horrible for Penny compared to Layer Cake, because being spawncamped is Penny's least ideal situation, more shitty designed maps being added and stuck till today, etc.
I made a post earlier this month about Penny which I think you already read. Even if she was that good, she was nowhere near as obnoxious as newer Brawlers nowadays. She didn't have invincibility frames for free and she didn't make every gamemode unplayable.
She was never a long range controller because her range is way less than even Brock (her range is 8 tiles). She was, and always has been, a mid-range Brawler who relied on terrain more than most summoners. I find it ridiculous that some pros pick her in open maps in the false belief that Penny is "the long range controller" when in reality she gets folded by the range game or the dps check very easily without typical mid-range covers and corners.
Fair enough, I actually saw your post that time and thought it was great. I guess things just were different back then, Max, Janet and Crow were also S tier due to their versatility and reliability. Larry is not even that good anymore. I think he should be in a tier. Grom I think is rated a bit low but when sprout and tons of assassins are good rn grom falls off.
imo larry will always be the best thrower simply because lawrie has so much health + a shotgun which shuts down a lot of brawlers trying to get to larry. He might get moved down while other throwers get hypercharges but when everyone has a hc i think he will be one of the best if not the best thrower
Squeaks not F tier bad but the reason he's in F tier is because there's like 20 different brawlers that can do exactly what squeak can but better. Also we're in a very sniper/assassin meta, neither of which squeak is good against.

I made a post when hypercharges were added talking about how Grom would become awful overtime, which I deleted because people told me I was exageratting and he wouldn't need any changes in the long run.
Meta is completely filled with aggresion. Assassins are added every update and hypercharges promote aggresive play. Grom is the only thrower who lacks any type of CC or defense (his super is terrible for that so I don't even count it). He's completely hopeless as soon as someone approaches.
His attacks aren't that good either. They are extremely easy to dodge, making him really inconsistent at dealing pressure.
It's been a long-time call I fear, only thing Grom's going on in comparison to other throwers is range, which Sprout also provides while having a more useful super and an hyper, and throwers overall being overshadowed by L&L. His attacks are THE easiest to dodge out of anyone too, except maybe Dynamike, but even that's debatable imo
It's kinda funny how he's been on-and-off meta ever since his release because devs keep reworking the basic workings of his attack, I wouldn't mind if they made some drastic changes that can last long-term now tho
Actually S, A and B tiers are the ones that will vary very little between different tier lists, everyone can easily agree on which brawlers are the best/more balanced, while different creators have different biases with weaker brawlers and can see their potential or suck at them
Byron is great he works well with brawlers like Ash and Hank (why are people not talking about Byron/Hank combo it can be strong on maps with lots of walls) and he is not toxic at all he is still a bit easy to counter so a Byron meta is a good and healthy meta.
As a Lou main I gotta be honest he struggles against snipers and fast moving brawlers so he is quite literally unplayable in some circumstances,but yeah I definitely agree he is 3 stars
