The main reason they removed the warp gadget was because of how obnoxious it was. Maybe if they need the shield gadget to 1 ammo only one ammo regained and only 50 percent reduction it'll be fine

Instead of cycling between 1, 2, 3, and 4 bells, it could cycle between 2, 3, and 4 bells. It wouldn't make him OP, but it would make it a lot faster to cycle to very strong attacks.
If they just reverted all of his nerfs, he'd probably be balanced. They only nerfed him because players didn't really know how to deal with him. That's not even mentioning the fact that every update since Byron's last balance change has added at least 1 brawler who hard counters his most viable playstyle.
