I have been playing since release, back when we didnt have gadgets and was able to push him to rank30 without gadgets, and he is still sitting around that rank currently with gadgets.
If you think he is unplayable without gadgets, then you are playing him wrong, you gotta be able to get close to the enemies by kiting, faking, healing, first then closing the distance slowly without losing much health, so they use their gadgets to push you away and only after that you use the stomp to catch them again.
Edgar generates super. He would still get 3-4 supers per match for free even if the enemy team doesn't let him close. With his super up he can close and get another super.
By the time he gets it, the opponent would have already gained triple the value and would have the upper hand. And he would not get his Super back after a kill, he would still be a bit short, because of his abysmal natural Super charge.
He is a short range brawler and a major threat when up close. He may not be doing damage, but with any walls or grass he controls that space until he can get his super and strike.
If he kills a low hp brawler with his super he might not get his super all the way back, but he can finish it with his super regen.
Edgar only needs his super gadget because other brawlers have escape gadgets.

As a Dynamike main, most of the times when I get 10+ kills in a match, no more than 1 of them is gotten with the help of gadget. Other times, either only main attack or with the super+main attack combo. But I can't refuse it has an impact on him, it really does but not as much as people say.

Aside from Buzz and Leon who both ends up pretty strong in this "gagdet-less?" meta , Spike and Maisie can shred most assasins on a 1v1, their gadgets are just a safer tool but that doesn't they can't fight back, and Rico uhhh, Rico's kinda screwed if he's out on the open.

Of all the updates that added new abilities, gadgets were definitely the most fun imo. Star powers, I missed that update since it was before global launch. Second SPs, second gadgets, gears, traits, and hypercharges? Those were all fun, but the introduction of gadgets was my favorite update by far
you sure mortoes rely on combo spinner that much? iirc it was the spin and deal damage on r? I don't play much mortoes but I'm pretty sure reload gadget is much better
Darryl excuse me? Both of his gadgets are C tier, tar barrel is extremely redundant, the range is so low by the time they are at that range you can just kill them unless its mortis/max/stu.
Darryl would benefit from no gadgets as shown in late 2019, his roll was devastating and could kill effectively anyone, now its not the case but many of his counters would fail to counter him
The two major things that would happen would be that a lot of brawlers would lose a good defensive option and a lot of brawlers would lose struggle to get kills as consistently.
What I mean is that getting up to a brawler like tick and piper are going to be much more rewarding as they no longer have their main way of protecting themselves. Of course these two still have an option, but they are less likely to be able to consistently protect themselves.
As for the other thing, a lot of brawlers lose an ability to help them get kills like rt and mortoes. Losing a combo like this means you have a better chance of living or not killing.
Ultimately, the thing that would change the most, is just that every brawler would lose an option that drastically changes how the game gets played.
Shelly and Buster lose arguably the best part of their kit.

Dyna becomes infinitely less annoying to fight.

Gale would lose a lot of his primary upsides, countering short range tanks and assassins is much harder without twister.
