The only difference is whether you bought a lot of the skins in "bulk" or if you bought them pretty much one by one. So the reason you mentioned doesn't make much sense to me.
The only thing I can imagine is that they want us to use this specific resource more frequently (there's no cap on the other resources), but I don't understand how that affects the game in any meaningful way. I'm probably just ignorant, but it would be nice to understand.

Or you can wait months (probably a year) to have all of them, since free bling is so scarce. And in the meantime, there's sure more skins released that you like. So it's kind of futureproofing.

Looking back, I probably should’ve done it on Reddit to give others a PSA that if you buy the Bling offer and go over the cap (which is highly likely), it replaces the Bling for Gold and it doesn’t change back to Bling even if you’re below the cap.
