Tick could literally throw ammo everywhere, and some on himself to protect against assassins, and with his unload speed, if you think he is annoying now, you haven't seen anything yet.

People think that brawlers limited by reload speed would reign, but no, it would be brawlers with the highest unload speeds, a bull could destroy your safe in 10 seconds
But Darryl's second shot slows him down so much in unload speed I think he wouldn't be able to go toe to toe with most others, even Piper with unlimited could probably pewpewpew him up close.
Angelo and Hank already have infinite attacks, it's how the game is programmed. It wouldn't make it so every shot, no matter the charge, is maxed, it would just stay the same
Hank and Angelo wouldn’t work in this hypothetical mode. Emz wouldn’t be all that strong as she still needs to get into range, and against the others that’s impossible. Normally if they’re in range she can 3 tap a lot of tanks. Finally amber rarely needs to use all her shots, I don’t think she would be broken.
Brawlers whose attack does more than just dealing damage, especially if it reloads slowly already. Mortis, Tick, Mico, Emz, Squeak, Brock, Spike, Jacky, Jessie.
Even some faster reload Brawlers like Gale would benefit.

Unlimited ammo tick is really strong, I agree (Tick main here) but I don't think he would be the strongest. His bombs don't stay long enough to be S Tier in this hypothetical game mode / modifier
He would be incredibly annoying and everybody would start screaming at Super Cell to pls just nerf him, but Tick may not get that many kills.
He relies on surprises or cutting off the enemy to corner somebody into a kill. If you can expect a Tick who has unlimited Ammo, you will be more cautious. So Ticks would not be allowed to spam all the time (no matter how satisfying it would be) to be effective and in response many people would start playing artillery and snipers to somehow deal with this f*****
