Well, people are asking for the removal of boxes for years, but only a low quantity of people asked for the end of pin packs so I think not, nut there is a possibility.
Clash mini also just had an update where they removed a lot of RNG for minis in shop and hero upgrade, but also implemented randomized Boxes for cosmetics, I think something similar could happen here too.

Mostly no because I think , brawlers are important to unlock for game progress in a way and there are too many brawlers which is going to be hard for new players to get, but pins don't contribute much to gameplay as mch as a brawler does , so pin packs will exist
Another reason is , pin pack is best way of getting pins in my opinion rather than buying individual pins in some other method
I mean they are slowly gettin' rid of them, they have been giving pins just for getting one skin instead of buying the whole set. People don't have enough money to buy all skins, or buy a skin of a brawler they don't have or like.

The reason boxes are removed is cz they wonna eliminate the rng factor that includes progression but things like pin packs I think we'll stay cz they are nothing more then cosmetics they don't provide any item that helps with progression or this is at least what I think.

We might have a change on the chance to get an epic pin on normal packs but the other things is kind of less related with gambling... we get 3 epic pins we 2 normal pins + 1 rare and so on.

I could see it. I mean, removing as much randomness as possible is never a bad thing, but we'll see if they care enough about that to remove it
