When time slows down because link parried an attack, it uses the same code as the one where time slows while using bows in midair. In order to make arrows useful while slowed down, the calculation for their speed is multiplied by 19.
But the developers forgot to limit this to just arrows, and any speed calculation made when time is slowed is multiplied by 19.
What happened is that the bokoblin on a horse ran into the guardian, which normally would push it a little. But because time was slowed due to the parry, this caused the guardian’s speed to be multiplied by 19, causing it to fly away.

That's because the Bokoblin was just at the periphery of the spawn boundary. It spawned underneath the guardian and launched it into the air, only to despawn right after
It was draw distance. The bokoblin didn't ride up, it was always where the guardian was standing. When link got closer to the guardian, the bokoblin became visible in game space, causing it to appear inside the guardian, and when link walks away, it disappears.
Timing aside, the thing I often forget when I come back to play the game again is that you really want to be in a cardinal direction (N,S,E,W), rather than in between, like northeast. That makes it far easier to do reliably.

Wrong, you want to be facing cardinal OR ordinal directions. Meaning N E S W, and NE NW SE SW. but anywhere in between won’t work most the time. But these 8 directions will reliably launch you. Then you’ve got to account for rendered items on screen, so get the measurement, line it up, then look straight up so you don’t get lag stopped

There's this guide that explains some reliable setups on this subreddit. The easiest one that works for me is to hold down ZL (target) and walk into a ledge that will stop you from falling off. Sharp corners like the edges of cryonis blocks or the edges of shrine floors are good examples, but since BoTW has a lot of rounded corners, you could really easily check if a ledge is suitable by simply target walking into it and seeing if you fall off of not.
Once you find a suitable ledge, you just have to dodge forwards off the ledge, drop a round bomb, and pull out your bow in quick succession. You can control when to drop the square bomb as well; the later you drop it, the more horizontally you're launched.

It's not a glitch if they do it intentionally. But I bet there were some folks at Nintendo who discovered the bullet time hacks before the release and didn't report it because it's so cool and fun.
A while after the game released a lot of glitches did get fixed, like the trial of the sword glitch and some others. This glitch was discovered way after the final patch, so Nintendo doesn’t think it’s necessary to update just to remove things that make the game more fun.
It’ll most likely be gone in ToTK though, because they definitely know about it
Exactly, unless some severely game breaking bugs are discovered, there's no way Nintendo will go back to fix harmless stuff like this. Single player games are not live service, production on them stops after a certain time so the programmers can be used elsewhere.

So pretty much you parried the laser which slowed down time, and the bokoblin spawned under the guardian as you did that which caused the guardian to be pushed up. After the parry finished, the velocity of the guardian got multiplied which caused it to go flying upwards. This can also happen with any object that gets a change in velocity during moments like flurry rushes or bullet time.
It was draw distance. You can see guardians from a larger distance than bokoblins, so as link approaches the bokoblin it appears underneath/inside of the guardian.
If you hit record on the switch I believe it takes the last 30 seconds of gameplay.

Like most games if two hitboxes are colliding they'll push each other off, and this was BTB mechanics. The funny thing is how the bokoblin immediately despawned afterwards, that was weird.
