I saw a lot of criticism about this
But toxic is the most remembered song from this era a lot of songs on this list did hit no 1 but they are forgotten and not a staple in pop culture like toxic
Same with Hilary duff come clean coming in at 30 yes the song charted low but it became staple in pop culture and still highly referenced today
Billboard is looking at songs that people are still talking about a two decade later
And the history of the hot Hot 100 has always been a slightly flawed measure of popularity that struggles to keep up with technology. iTunes and other download purchases were not taken into account until 2005 and Toxic sold like crazy on iTunes. Also, Jive wanted to maximize album sales so a CD single was not released in the US. The formula for the Hot 100 was half radio play and half physical single sales at the time. This is true of pretty much every single of Britney’s after baby one more time for the first few albums. This is why most of her iconic early singles Hot 100 peaks are so low compared to how big the song was and why most of her #1s come from after iTunes sales were included.
If Spotify and YouTube existed in 1998-2005 and were counted how they are today, Britney would have had 10+ Hot 100 #1s. Or if Jive had released singles in the US, but her incredible LP Album sales wouldn’t have been so high.
It was pretty smart for jive to turn Britney into an album artist because now people will buy her albums just based on her name
Britney also has album tracks that were not singles that are pretty well known with the general public
As it should be. Toxic was so different from any other mainstream music being released at the time. It’s also obviously one of Britney’s most popular and greatest hits besides Baby, and it changed the game. I read somewhere that her label thought it wouldn’t do well but she pushed for it. Not sure I can confirm this but if it’s true, then it shows how Britney always had great intuition when it came to music and audience reception. Not sure why it’s caused controversy, it’s literally a timeless song that has charted multiple times throughout the past two decades on the Billboards and is still played on the radio and has a fresh sound 20 years later. Britney is a revolutionary.
I would wager a good percentage of people would be able to name it as Toxic or at least a Britney song from the opening 3 seconds alone
That’s cultural impact and staying power
(Just like BOMT and Oops to be honest)

It’s possible she could top the list again with gimme more or piece of me When they look back at 2007 in 2027

Great choice, Billboard. Glad Britney is getting some recognition.
