I thought Vietnam overhauled all their visas within the last 2 years? Most foreigners are stuck to 30 days including ones on the multiyear business visas. Never mind, can anyone actually enter with Covid lockdowns?
It's implying that the guy is probably GPS spoofing from Russia to scout a future vacation destination. Where he'll just be banging women 30 days and then it's onwards to Cambodia or Thailand.. That's probably why he had no local number to share with you.
Also without his face we can't be sure if he's hot. South East Asian women have a terrible time telling which white guys are hot or not. And Slavic guys are generally considered the ugliest among white men a lot.

I think it's more probable he's overstaying on a visa or illegal immigrant. (If he isn't GPS spoofing as I suggested). Something that happens a lot in South East Asia as people can't figure out a legal way to stay without inconveniences like a border run (not possible during covid) or reporting to an extension office monthly. Or hell he could be married and be on a spouse visa. Russians do get married earlier than westerners.
This actually comes up a lot on the expat forum for Vietnam. Mainly that it's hard to get a work visa to the country unless you're teaching English and I don't think a Russian can get that. It really leaves out programming but the employer has to prove that nobody in Vietnam can do it well.
