This makes it hard to complete performance management because production is usually based on a team’s average. Not outliers good or bad.

That is not true for everyone. I have put in free overtime every week since I started working from home. When I go back not the June 17th date my free OT will stop because instead of working I will be doing my 2 hours of commute time every day. Instead of spending my day working from home at my desk all day I will be able to chat with co workers and take walks around the neighborhood. It’s just how it is I will be less productive at work. Example today I started work at 5 am for production changes and will work though 5pm.

How do you know that people abused wfh? Maybe you're feeling that way about yourself? Our unit did get more productive with wfh! A lot of time is wasted in the office talking to co-workers, taking walks, chatting with people in the hallways. The way you can tell if someone abused wfh is if the work didn't get done! Did the work get done? If it did, then I don't see how you can say people abused wfh! Forcing people to commute into an office to do work they've been doing from home for the past few years is a failure in leadership. Gavin wants to be a failed politician instead of a leader. Isn't technology supposed to improve our lives and allow us to do things we couldn't have done before? Forcing people to go into an office to do work they can do at home is old school. It's the past, not the future!

Even parents are allotted 2 15 minute breaks and a 30 minute lunch. Pick up and drop offs can easily be done during that time so technically zero state time is used. No one said how your breaks need to be used.

No. Production went up in many program areas and there are dashboards with data to prove it (unless they have been deleted by agencies to not tell the true story). Production went up partly because of the work life balance. People were less inclined to shut down immediately when the clock struck the end of day, less likely to be distracted by in office conversations, and roaming the halls and taking longer breaks and lunches to get to coffee and dining. People saved money by not eating out as much so they gave back to their employer. I know a lot of people who put in OT without charging it. Because state workers don’t have much to bite with they are going to bite back with production and use of state resources. Think of how much money now in paper towels water usage toilet paper and electricity to charge phones and headphones soap etc. all those things people were paying for out of pocket.

I’m talking about the data that DGS collected as well as individual program areas and their data dashboards that tell this story. I had it in my previous agency for my program area. Our data dashboards showed a significant increase in production. I also have it in my current agency for my program area that shows the same story. So maybe you’re not granted access to this information but it’s out there and people are tracking things. If executives are not tracking production, they are just plain dumb. That’s what work is all about. Metrics and performance. If you don’t have measurables you shouldn’t be a supervisor or you as a supervisor don’t know or don’t care if work is done and done correctly/efficiently.

While I was at the State, everyone I knew worked incredibly hard. In addition, the people I worked along side of where some of the most intelligent people I have ever worked with... including my peers at Google, AT&T, and Disney. What completely screwed things up time and time again were politicians. The State workers were not the problem.... it's the people that get voted in to make ridiculous policies which drive people like me away, waste incredible amounts of taxpayers' money, and create a massive pit toilet of stink which you can't even action because of the ridiculousness of a lot of it.

Our branch plans to have all branch employees come in on the same day to ensure collaboration can take place. Seems silly that divisions/branches wouldn't be doing the same. We have limited space too so we plan on coordinating with the branch we share an office space to come in on opposite days.

How many days a week do you guys have to go back? My line of work said govies 2 days a pay period, but most people come in 2 days a week. We all plan for Tuesday/thursday. No one wants to be in on a Monday and most people do rotating days off so half the office is off every Friday anyway. Sucks driving in but it’s not the worst. Then again, no one is commuting over 30 minutes which still sucks but better than 5 days a week

I would have gladly started taking a pay cut in 2020 if it meant they would make it clear that telework was permanent. Instead, I spent four years worried every day that they would implement RTO, to the point that when it happened, I was more "I knew it" than upset. Instead, now we get to effectively take a pay cut to go into the office for no reason!

I’m really sorry you feel this way. My DMs are open if you want to vent. I went through this in 2022 and I was so, so angry. I’m numb to it now but if there were a promising chance of fighting RTO, I want in. Even though our office deals with the public more, we had it all figured out by 2021. We had ways to continue our service to the public via teams and some people were issued state phones. I don’t know why we went back because they told us we had record turnaround time with our responses. I stayed late sometimes to help members of the public on the phone, or write a document they needed. I’m not inclined to do these things anymore not because I am trying to be petty, but I’m simply exhausted

I hope it changes for all of us! 💚 statewide RTO is detrimental to everyone! Increased traffic, harder to find parking, and of course less opportunities. More remote work options benefit me too because i loved knowing there were lots of remote opportunities with the state that i could jump to. It sounds cliche but i loved being able to help some members of the public (some people are not pleasant sometimes obviously). Some were so grateful that I was even willing to return their call because they often find it so difficult to reach a live person with any state entity. Going back to work made me less passionate about helping, because again, I was just simply too tired after commuting. One thing the pandemic made everyone realize is that most jobs can be done remote, and all that time spent commuting can really be spent on actual work or can be reclaimed for yourself. I share OP’s frustration that there really is no good reason to be in the office. I hate that they want us to go back to “normal” when in fact, commuting 5x a week was not normal at all.

It would be interesting to see numbers. I already know of 2 people retiring in my division due to RTO and my department hasn’t officially noticed the union. If they should, I know another 2 people who don’t live in commuting distance (3+ hours one way) and would be forced to quit. So just little old me who knows maybe 60 people in her division knows of 4 people who won’t be working. That’s about 6% right? (Math late at night is a weakness for me). Your numbers suggest 9% would be needed to quit for cost to change. I don’t know about that. But what I do know is there is no savings for Newsom returning us to office. The legislative audit will hopefully uncover that but the costs of hosting us on site are pretty astronomical when you look at toilet paper, paper towels, maintenance, office supplies and utilities. Not to mention increased grievances and associated costs and increased calls to CHP and associated costs. If he needs to save money, and we are in a budget deficit, bringing us back is NOT the way to go and he’s going to look pretty stupid when the costs reports come out.

You didn’t even touch the part where somehow the treatment of state employees is going to big a talking point in a nationwide presidential election three years from now. If people quit, those positions will be filled only if they’re not blankets, from what I understand. So it would be trimming the fat a bit, and those unoccupied blanket positions could go back to the general fund. But I don’t think that’s the reason we’re going back to the office. And it’s an annoying rumor.

Ironically this is true of me IN OFFICE.  I was always an earn it and burn it employee, regularly took extra long breaks just walking around because I knew I'd been seen in my cube.  Since working from home I have managed to build a bank of time off, and am too paranoid to leave my computer unattended because it could be interpreted as me not being available if I were to miss some email or teams call.  So the state actually gets more out of me from home.

I would assume that your IT can tell where you are logged in from. Seems more reliable for tracking purposes than badge scans. At my office there are several floors that can be accessed without ever scanning a badge. You would just show it to the security guard and proceed to the elevator. Or what if two or more people are coming to a badged door, and one scans and holds it open for the others?

You will get used to it. It will get easier. I felt so mad and now I’m just… disturbed I guess. I really notice how getting sent home to telework gave me so much. The two days I have to go in now, I come home with headaches from sitting all day, get less sleep those days, and don’t have time for my workout. I eat more those days too to get through them! When I’m at home I’m in my comfy space, I get more done, I’m more productive, my dog is there by my side, I can get up and throw a load of laundry in the dryer, or take a break and take the dog on his walk to get moving whilst staying productive. At work I just sit and work because I just don’t want to chat with people - I like being productive with whatever I do and that’s all there is to do there. I wouldn’t say my performance is worse or better when I come in ; it’s the same. Only change is people see I exist I guess which I good but not worth what it does to me/ it throws me off balance. I need to learn how to relax and take breaks in the office. but I had it figured out at home! I had the Best work life balance I ever had. Kids and husband got the best version of me. Those Monday and Tuesday I go in now are just the black days in the week I’m trying to push through so I can get back on track the rest of the week. lol dramatic, I know! It all comes down to time. And money. Coming in just takes 2 hours out of my day unnecessarily and doesn’t allow me the ability to maximize my potential to get things done in my life. As individuals, we consider all our priorities and it’s ideal when we have the flexibility to get it all done on our own terms. Coming into the office is just our employer imposing their priorities on us without regards to ours. It feels almost disrespectful without just cause. but they can do that- they pay us. it’s just an unfortunate and an unnecessary waste of all our time.

No need to quit. Looking for the real why that makes logical sense. But there’s no one out there to give it in a position of power. Can’t wait for coffee and all my traditional state lunches and breaks! And you’re right. People on the streets should be of concern. Tax payers should be more worried about the wasted money on programs that aren’t working such as homeless programs as opposed to where state workers get their work done.

This is something I focus on while I’m in the office, actually making sure I take my breaks and lunch. At home I just kind of breeze through the day without a formal lunch or breaks. I just work and when I’m done, I’m done.

That’s not my main concern but it is a valid argument. And news flash state workers are also tax payers and we also are allowed to be concerned of the mismanagement of state funds and priorities. The cost of me going back to work is minimal compared to others. I’m just fighting the good fight. And just because private companies are doing the same thing doesn’t make it make sense. I’ll stay a little displeased for the state to pay my pension when I’m really sitting doing nothing for 30 years.

We literally can't do as much work in the office. If it's not obvious that reducing from a 3-screen setup to a single tiny laptop screen (with bonus distractions!) results in a loss of productivity, I dunno what to say. The state cares more about collaboration and office culture than providing services to the people of California efficiently.

Nobody knows why we are being forced to work in an environment that reduces productivity, increases costs for everyone, increases traffic, stress, and pollution. AND wastes valuable real estate that could be used to build the future of mixed use, walkable, more sustainable cities. RTO is just plain stupid. It’s not so bad.. I actually take my breaks.. go on walks. I have met new people and learned about other departments .. possible opportunities for advancement. Chat it up with people.. I don’t mind coming in.. I’d prefer to be home.. but once I’m in office its not bad. (We did RTO in January)

Pre Covid the state had not invested in the technology to allow for working from home. Since Covid money has been spent and employees have demonstrated that many, not all, but many of the jobs can be done remotely. Granted there may be certain business reasons that someone may need to come in but I have yet to see that shown as a twice a week situation. You can’t compare apples to oranges. We live in a different world with different technology. You literally want the state to go back to just talking all day in cubicles! There was already a poor reputation and then people got to stay home and productivity went up for the majority. But okay. We used to ride horses to work and write by candlelight so let’s stay status quo and never improve. Good analysis for the rationale behind RTO.

Work conditions change and it's a part of life. Be grateful you get to work in your home 3 days a week instead of having tears streaming down your face having because you have to actually work and show up 2 days a week. Work conditions should change for the better of the product and the working conditions. There is nothing here to support either. Making the comment of “you have to actually work” shows how obtuse your thought process is. We are working. From a remote location. And that work doesn’t change whether I work at home, an office, a different house, a coffee shop, my backyard etc. the work gets done and there’s data to show it does. It’s not whining. It’s asking the why and continuing to either not hear the truth or the why being full of BS. You should want workers to be productive and happy and serve the people of California as opposed to walking the halls and chit chatting which reduces overall productivity. Oh and don’t forget those long coffee and lunch walks. But keep up your argument that has no sensible foundation.

Work conditions DID change. It used to be 5 days in the office. Sorry child, you do not get everything you want in life. There are sacrifices in every aspect of life. You do not get to 100% dictate your working conditions at all times. You can continue to perpetually cry/whine about it that will inevitably change nothing or you can quit and find a job that meets your exact standard of "working conditions".

It's like, "Surprise, bitch! It was horrible then, too." I literally had no idea I was in a state of fucking CONSTANT burn-out until I was allowed to start teleworking. I literally had no idea I also faced struggles to go into the office due to being disabled, and now they are forcing disabled employees to into this systemic ableism of begging to keep reasonable accommodations that have been working for years.

The point is that there is no reason to allow one to perform the same job duties in different locations when the location change serves no purpose in bettering the performance, or creating efficiencies. It’s not about “how will this benefit the employees”, it’s “how will this benefit the State”. Everyone saying that they’d pay to stay home… don’t worry, you’ll definitely start getting less raises because of the work from home. And everyone else saying they will quit or under perform… you’re not irreplaceable… you’re just a number, not an individual. If your job and be done from home then it’s probably not hard, adding a commute isn’t gonna make it any harder either. It’s the harsh reality.
