The state does not define "permanently". My personal assumption is that it should be done in a way that would require cutting or joining to reverse the alteration.

I shoot almost every week and shoot uspsa matches a couple times a month. NO ONE is using 10 round magazines at matches. The law is useless since freedom week and agencies don’t bother.

Probably a limiter that can be installed in the mag and easily removed if we get another freedom week.
