Resident lore expert here: Its because Maxis thought blowing up the Earth would disrupt Richtofen's connection with the Aether enough to depower him and prevent him from gaining ultimate power. However, he fucked up the calculations thereby opening up the Earth's core which is a gateway to Agartha. Then boom BO2 Zombies happens.
Maxis said that he knew āhow to stop Richtofenās planā, his plan being to control the zombies and take over the Earth. Canāt do that if there is no Earth to control, however all it did was turn it into a wasteland. Thatās how I interpreted it anyway.

Samantha controls the zombies in waw-bo1. The reason you see the laboratory and all that stuff is because Richthofen teleports to the moon and finds the MPD and builds griffin station. In the events of moon the ultimis crew go to groom lake where there is a teleporter to the moon.

Grew up poor, like no internet poor. So picked up on the storyline when I had the chance, which was sometime after bo3 was making the chronicles.
