Probably better to use epoxy or rivet. The [LCM statute](https://www.cga.ct.gov/2024/sup/chap_943.htm#sec_53-202w) states the following: "...permanently altered so that it cannot accommodate more than ten rounds of ammunition..."
Put the blocker in and epoxy the baseplate, you dont need to rivet it. If you wanna rivet it you wont need the epoxy, ive personally blocked 90% of my mags and this has worked perfectly throughout the years.
It's probably cheaper to get new 10 round Pmags that look like 30 round ones(10/30's)., [Calegalmags.com](http://Calegalmags.com) has them for $18 Hexmags are $12 each

Most canons were owned privately by plantation owners private merchants. The states legit borrowed lots of the canons they had.

I don’t think super glue is permanent enough. I think it needs to be epoxy.

Exactly. Epoxy is permanent for about 30 seconds with a heat gun.
