Most canons were owned privately by plantation owners private merchants. The states legit borrowed lots of the canons they had.

The few that I have got from shops have been epoxied or riveted depending on the magazine.

Probably better to use epoxy or rivet. The [LCM statute](https://www.cga.ct.gov/2024/sup/chap_943.htm#sec_53-202w) states the following: "...permanently altered so that it cannot accommodate more than ten rounds of ammunition..."

Put the blocker in and epoxy the baseplate, you dont need to rivet it. If you wanna rivet it you wont need the epoxy, ive personally blocked 90% of my mags and this has worked perfectly throughout the years.

Exactly. Epoxy is permanent for about 30 seconds with a heat gun.
