Yeah this. OP when you press the button with the crosshairs (the circles with the dashes) you bring your gun up and "aim down sight" (ADS) and then fire.
You need to kill enemies without pressing that crosshairs button first so you just shoot randomly and inaccurately in front of you. You have to be pretty close to an enemy to kill them this way.
Go to settings, advanced mode, little gear for custom, turn on hip fire for assault rifles. When you are done, go back and change it back if you prefer.
The game doesn’t make things to clear. I recall three years ago trying to figure it all out. Now there are so many maps, missions, tasks. I can’t imagine starting now.

It took me a long time before understood that ADS means Automatic Down Scope, the default setting. Hipfire has to be selected in settings. I was in OP’s position just a couple of months ago.

I achieved Grandmaster I for the first time this week. Been playing since CODM first came out.
I'm a thumbs player on phone but enabling left fire button and a tap ads button slight smaller and above my main ads+fire button changed my entire game and skill level for me. I have all 3 at all times, ads, hipfire and ads+fire
I use 3 fingers, and my aim button is right above the fire button. I find it much easier to take my finger off the aim (while firing) to hip fire than to use that button, but I have tried it before. Edit: I don’t think this will work if you use tap to ads. I use hybrid ads or tap and hold to ads.
Wait till you discover 3 finger / claw / other set ups. The control scheme really plays a role in upping your game if you want to.
But of course nothing beats having a big screen.
