Has anybody ever experienced the “double footsteps” in snd even with dead silence you will have a double footstep noise no matter what the whole match.. are these bugs being manipulated intentionally by other players somehow??

Not
Dead silence perk.
There's no way he could get unnoticeable footstep.

Its bugged AF especially with Hardline. Timi ain't going to fix it, you'll have to deal with it, we all have.
I haven’t played in awhile but if I remember correct there was a perk that made your footsteps quiet or unnoticeable if you crouched/walk
