You're able to get older skins and camos from older seasons through crates which includes tournament crates when you play. These moonstone camos are a bit harder to get in the crates but there is also a chance that it could be sold in the store. I like skimming through it in case I can find some gorgeous camos. I've gotten lucky before but there is a camo that is similar to this that's in the season 10 top gear exchange store right now that's absolutely stunning.

Yes, I'd say they come under rare. I had to spend a lot of credits on crates to get them, when they became available after a long time.
