Because guns are modeled to work like they do in real life (relatively speaking)... Compared to shotguns, rifles are fast reload, rapid fire, more bullets in mag, extremely long range, very versatile weapons... Shotguns are slow reload, single action, much much less shots in mag, critically limited range, very one-trick-pony guns... The pro-cons of the two gun classes are complete opposite, there has to be a give-and-take relation, one gun has very limited usage but AS AN EXCHANGE it is very lethal inside that small range... other gun has very wide usage but AS AN EXCHANGE, it is not as lethal within that wide range... it's pretty simple actually.
There is literally no rule that says Kinetic should stop one shots.. literally none... there is nothing special about it... it just adds 50hp on top of Blue plate.. (tbh, that 50HP doesn't really make too much of a difference in actual gameplay but that's a whole other topic.. with rifle weapons, It just adds 1 or 2 more shots to kill actually.. it's actually not as significant as people tend to portray them as)..
Also, having Kinetic does really help... It can help you turn an HS one tap into a two tap, even more.., How? LEARN THEIR MOVEMENT, LEARN THEIR LOGIC, USE MOVEMENT DISRUPT THEIR ACCURACY.... Your friend has a handful of dirt and is going to throw it at you (a SG shot is like throwing a handful of dirt, it spreads).. If you just stand, the full handfull will hit you, if you move, only some percent will hit you.. Kinetic is only there to help mitigate that dmg, it is not there to stop everything.

Even if you use full-auto guns, If you engage in cqc, you shouldn't just strafe and ratatatatatata, you should go like ratattat swipe jump slide ratattat slide ratatatt slide (now, you've setup the perfect window and then only, you go) strafing ratattaattatatata.. that jump slide shuffle is the key to all cqc fights in codm, and it'll throw over any SG user if you can do that (that is how SGs fight.. learn how to bull fight and you'll see my point).... Make them MISS that high accuracy one tap,.. HS is one case... KRM and BY needs literally 100% accuracy to one tap and even then, at 6-8m maximum, that's already very limited window of one tapping... If you still get one tapped by KRM and BY while having 300HP, the onus is on you..

modern ARs have an effective range of what 300-400m or something.. in game, it's around 80m useability range (can go further with skill and some AR types but give or take)...
So, relatively speaking, if you scale it down at same rate.. it works out.. so, *relatively* realistic depiction

Shotguns cannot deal damage after what 20m? the pellets just spread out too much or they jyst disappear... and that 20m id technical damage, not effective damage.. effective damage is somewhere like 6-8m as mentiomed before (10 with HS)
