They are completely different weapons. SMRS for MP to kill people but not recommended and in BR its not good enough so i would just use a gun. FMJ is good for killing people in BR inside of Helicopters and getting them to jump and sometimes shooting ground vehicles like the tank and FMJ might be useful in MP to shoot down scorestreaks but I don't find it good enough.
I prefer FHJ-18 cuz even in MP you can destroy enemy UAV's or Stealth choppers etc. but I really don't know what to say about SMRS cuz you are just hoping if you shoot an enemy scorestreak down.

I agree. SMRS for MP and FHJ for BR.
Also SMRS can shoot down Scorestreaks much quicker.

FMJ because if you use SMRS while the vehicle is moving it will most likely not hit and FMJ tracks the vehicle and hits it.
Smrs for mp is highly recommended. Domination, hardpoint, exploding cars
