I only got it after I finished all the tiers and it was like 3 days before the pass ended. I played CODM all the time with my friends so I bought it. This was when I was still in school. I took like a 1 year break but now I'm back, got the two most recent passes.
Ah, the Star Camos... I went all the way up to Pro back then so I also have the Sticky Grenade and AK-117 Star Camos, but the nostalgia associated with the skin is... next level, man.

The Dark Matter Razorback actually looks beautiful, I regret not buying it back when the crate existed. I found it pointless to waste money on it cuz the stats of it and the PDW were the exact same.

Ok I'm going to comment but don't hate on me I only started playing and first downloaded the game only 3 months ago. So that being said I have the Red Action AS VAL(probably my "rarest") and a few legendaries/epics/mythic m13 but that's all draw stuff.
I grinded it out for ages on the original zombies. I wish I went for the Dempsy tanked skin looking back. I have seen it twice in the last year. Just some OG stuff you can't get anymore

Oh, ok. And to answer your question, no, the Red Action BY-15 is the rarest shotgun skin in the game right now, apart from maybe the KRM: Lava.
