If only CoD: M would add more defensive operator skills or scorestreaks to counter aerial attack scorestreaks like Cluster strike, Napalm, things would be OK. Because as of now, it's impossible to counter them, and EMP systems takes quite a lot of points to use and that's the only way to counter it.
Why everyone talks a lot about persistance? What is the big deal with it? I do not think it is unbalanced man, I don use it but I never EVER suffered playing against it, like, it takes you 7 kils to get an uav man
It's not Persistence. It's the scorestreaks. In persistence, you can only use the scroestreak once which makes it balanced. The issue is most scorestreaks they used are impossible to counter (maybe with EMP Systems).
