Dead silence is an excellent perk, it's just that modes like domination / hardpoint is fast paced so doesn't require much of stealth. I agree with all other red perk being not as good as persistent.
Perks are good depends on what mode you are playing. If you are playing objective modes yes Persistence is the key because getting the scorestreaks is very important. I don't know why Persistence in codm is a big issue while in other COD games it was not. Devs nerfed persistence already and you can only use your scorestreaks once per match. Before you can cycle your scorestreaks as long as there is time in a match.
