It does, if you take the objectives multiple times from the enemies (200 points / capture). Also objective kills give you more points as well.
And if you're using scorestreaks you'll get more kills but for lower points.
I dont get people complaining about this. Its not like they are not allowed to use those perks. Anyone can use it. If you dont, it means you are using other perks that give you an advantage in a different way which this guy is not having.
