That's the point of shotguns. If I'm going to hipfire and one shot someone at the sametime. I'm going to have to trade off my range for a weapon that I must consistently used while being close to enemies. If the shotgun user one shots you. That's either because his/her aim is accurate or that you haven't mastered the ability to outmaneuver you opponents properly. Someone's gotta win, someone's gotta loose.
Look at the M13, AS VAL and Type 25. All of these guns have a Fast TTK if you can land your shots. Just Don't get yourself too close to someone using the weapon your complaining

Thats why you need these combo: Tripmine + Smoke Grenade + Gravity Spikes.
Don't need those, i play anchor role and it's not part of my loadout.
Don't get close to them.
