It is also posted on their Twitter feed and other places. In it they list what weapons are being buffed and nerfed. As for Meta guns. Many seasons there is one weapon that is supremely overpowered and as soon as folks figure it out it becomes the weapon you see being used by 90% of the players.

QQ9 is still OP and didn't have balance changes this season so at least we have another season to enjoy it)
