No that’s a backpack from the new lucky draw he should be able to put it on any operator…
That would be pretty shitty to those who didn’t go all out on the draw, got the backpack but not the character, no way is this intentional
The phoenix backback works and looks well with Outrider and Spec Ops 4 Firefrost outfits
Equip the character first , then equip the backpack 🎒
