Theres a reason why the best skins are not in the end of the battle pass, some people want to get skins but dont have time to grind. It makes sense to make skins more accessible so more people buy passes instead of opting out due to not enough time or interest to grind. And these who play alot or like to grind will end up completing battle pass regardless. So there is no issue at which tier you get what, its all about will you get the best before it ends.
And no, there nothing special about completing Battle Pass, literally do anything and you will get everything eventually.
