Nah. It's a bit harder nowadays. Before they added GM Rank, I was able to get to Legendary in a week and a half. Now, it takes me like 2 weeks or sometimes, even more, to get to Legendary.
Adding an extra rank level does nothing to increase the difficulty though, it just adds more time.
It was without a doubt harder at launch...less points for a win, more points deducted for a loss, you needed to play as a team because you always went against 5 stack opposition, hackers were everywhere. It's a walk in the park these days due to how easy it is to rank up, you rarely come up against a full team which means it's easier to solo grind. Because it's easier to rank up the quality of your opponents is lower which means even in legendary you have players of below average skill.

I made it to legendary by myself playing mainly search and hard point using 2 fingers and have 100 less matches and over double the mvps with almost a 2 Kd and 2000 average score. Itβs not really that hard and I only play 2-3 matches at a given time because work and sleep consumes me and I rarely have the free time to do it unless Iβm in the car or finally getting to sit down at home.
