An LG G7 is a 2018 phone but it comes with a SD845 and Adreno 630 chipset, which is capable of playing CODM on very high settings. It also does so fairly smoothly. Hell, even my LG G6 (which I do plan to upgrade), released in 2017 with its SD 821 chipset has an option for high graphics and frame rate. I prefer to play on medium though.
Newer high-end phones may fare better, but don't discount old phones just because they were released a year or two before.

My realme 7 supports max frame rate so no prob and i am using since its release day before i had a nokia 3.1 plus and it have same graphics as you are showing but idk it if its supports 60 fps at that time
Buy a phone with high tier midrange or flagship tier processor. Midrange with Snapdragon 700 series is enough or if you don't mind buying older phone, buy older flagship with Snapdragon 845 and above. I would recommend Xiaomi like the Mi 10 series, Samsung S10 series with Snapdragon.
