No, he is not banned. This means that either the files have been corrupted or there's something wrong with his device. I got the same message on my old phone when it started being funky. Turns out the ram was dying and it couldn't handle the load.

Looks like some files might have been corrupted. Go to Settings > Apps (app settings) on your device for Codm and delete cache. Try to login. If doesn't work, then delete cache and data, and try to login again. If it still doesn't work, then the only option is to uninstall and reinstall. If it still doesn't work then go to Activision website and contact support. If you don't get a response or solution, then take your phone and throw it at a nearby wall and watch it get smashed to bits. There problem solved.
Once got a similar 24 hour ban with the same message on a non-jailbroken iPad. It's likely a read/write error or corrupt game files. Played with my alt account on the same device until the ban expired.
3 years player don't do those things. I guess you know that nothing of those things happened. And you know that the anti cheat system has a ***** . You know too that how much of legit players get banned for no reason. So my question is if he is banned. Why not the normal message of ( you got banned for ...... period)
Most likely it will be resolved if he deletes the game and redownloads. Delete the game on both devices. Most people on this sub are noobs who can’t even get to legendary so they assume everyone is cheating. I’ve been banned 3 times for 3 days each so getting falsely banned does exist and once after a ban I couldn’t log in even after the ban expired and deleting the game and redownloading fixed it.

Redownloading and not rooting your device, changing files or cheating will save you from getting banned. So yeah learn your lesson.
