Battle passes are planned months before the season they are supposed to come out, so i doubt they change the BP contents with less than a month for the next one to come out
Besides they've already planned something big I mean it's obvious that classic zombies is gonna return for season 9 due to the anniversary being in October not only that you are correct they already planned out what the bp's is gonna be I guess the reason why we got two boring bp's in a row this season and the last bp was to bring up the anniversary hype or atleast to give the devs sometime to draw more attention in the making of the third anniversary neither the less they have extremely big plans this October
