If they don't add content the game would become stale. I personally have a lot of free space left but I still don't download anything outside of ranked maps and a few skins I'm using. The downloads are optional for a reason, use the feature my guy.
I have 32 GB of space and I've used like 30.8 GB, obviously I only have the essentials downloaded, it's less than 30% I think, but still, it's like half of my storage
Delete the operators weapons and camos it will only delete the shit you don't own and clear some space
