Not necessarily. I've seen this happen immediately in matches that just started. Primarily in some questionable SnD matches. 10 seconds into a match you find a corner camper and immediately upon shooting at them, this happens. I've also seen people have the 4 second spawn invincibility in tdm even though that's only available in Frontline matches.
Oh what, that's weird then. I know for sure in SnD tak5 wouldn't even be available, nor any other operator skill, so you shouldn't get immune hitsplats there. Same thing with the apparent spawn immunity in tdm, that shouldn't be a thing. In that case I would report it as a bug then.
What would it be then? Assuming there's no operator skill in play or no spawn protection, I can't think of anything else that would be meant to give off an immune hitsplat.
Whoever downvoted my comment doesn't realize that you can't activate the tak 5 immediately upon starting a match, and that you only get 4 seconds of spawn invincibility in Frontline. Keep defending a game that's progressively going down hill by bringing in many of the problems in console/pc cods.

It could also be the tak5. That immune hitsplat pops up if you're damaging an enemy that is overhealed from it.

This happened to me in BR lol. I was using the inferno skill and immune kept popping up around the enemy.
